Human Rights Policies of the Chinese Communist Party (CCP) from 1937-1945

Despite all the international standards and obligations, improvements in human rights are ultimately subject to domestic governance. As the ruling party in China, the CCP has played a key role in drafting policies, which date back to the CCP attempts at governance in the period 1937-1945. An examination of the CCP’s human rights policies at this time could thus contribute to our understanding of contemporary China.
In the ‘revolutionary bases’, where the CCP held power during this period, comprehensive rights-based policies were drafted and implemented, which involved civil and political rights, economic rights, POW rights and judicial procedural reform. Discussions on the driving factors and specific policies will provide a useful insight into contemporary implications in the following aspects:
- Politicization of human rights in a historical context
- Rights-based approach to development and the CCP Doctrine of Governance
- Wartime concentration of power, authoritarian government and human rights
Major Jiang Bo received his MA, majoring in the history of the Chinese Communist Party, from Peking University in 2006. He also attended a master’s level courses on international human rights law jointly sponsored by Peking University Law School and Lund University. Since joining AMS in 2007, Major Jiang continues to monitor the political development of China, while concentrating his research efforts on international security issues, including arms control, disarmament and human security. Currently he is pursuing doctoral studies at Peking University’s Law School, majoring in international humanitarian law.
