From Diplomacy of Resistance to Diplomacy of Action: Jagannath Panda spoke at a conference in Kyiv organized by he Foreign Policy Council “Ukrainian Prism” and the Representative Office of the Friedrich Ebert Stiftung in Ukraine

April 29, 2026: Dr. Jagannath Panda, Head of the Stockholm Center for South Asian and Indo-Pacific Affairs, visited Kyiv in Ukraine and spoke at a conference titled “From Diplomacy of Resistance to Diplomacy of Action” organized by the Foreign Policy Council “Ukrainian Prism” along with the Representative Office of the Friedrich Ebert Stiftung in Ukraine. This conference was held on April 28, 2026, with the support of the International Renaissance Foundation.  

Dr. Panda spoke in a panel titled “How does the world see Ukraine and how do we want it to be seen?” along with Dr. Juan Pablo Toro, co-founder of AthenaLab in Chile, and Ms. Victoria Lyalina-Boyko, Director of the Public Diplomacy Department of the Ministry of Foreign Affairs of Ukraine. The panel was moderated by Ms. Hanna Shelest, Director of Security Studies and Global Outreach, Foreign Policy Council “Ukrainian Prism”.  

The conference focused on many critical issues, such as the Russia-Ukraine war, future challenges to European and Ukrainian security, hybrid warfare scenarios, and the future strategy of Ukrainian foreign policy. Mariana Betsa, Deputy Minister of Foreign Affairs of Ukraine, delivered special remarks. Serhiy Gerasymchuk, Deputy Executive Director of the Foreign Policy Council “Ukrainian Prism,” Igor Ostash, Director of the Diplomatic Academy of Ukraine, and Sabine Fandrych, Secretary General of the Friedrich Ebert Foundation, delivered welcome remarks. The event also witnessed Hanna Shelest presenting the study of “Ukrainian Prism: Foreign Policy 2025”. The event was organized by various diplomatic communities, representatives of media, scholars and academicians.
